Description

I drew this earlier this year and never got around to finish it. I came across it about an hour-and-a-half ago and thought: What the hell? I touched it up a tiny bit, finished the blank spots and posted it cuz I wanted to. 

I like spazzy Tobi better then mean Tobi O_______O

I don't own Naruto or pissed off Tobi.
